SB 171 significantly changes California’s Subsequent Injuries Benefits Trust Fund (SIBTF), with important implications for public agencies and their workers’ compensation programs. This session will break down the new eligibility standards, evidentiary requirements, credits and filing deadlines and explain how the reforms may affect claims handling, settlement strategy, reserves and litigation. Attendees will leave with practical guidance for identifying potential SIBTF issues and addressing them earlier in the underlying claim. Learning Objectives At the conclusion of this session, attendees will be able to: 1. Identify the key changes created by SB 171 and distinguish the new SIBTF requirements from prior law. 2. Evaluate the potential impact of SIBTF reform on public agency workers’ compensation claims, including exposure, reserves, discovery and settlement strategy. 3. Recognize opportunities to maximize applicable credits, including the treatment of disability pensions and prior awards under the new law. 4.
